3500 Jtag problems

hello,
Need help..........I tried to jtag my 3500SD with 29LV chip. I tried 6 times. it stops with error in the last step with 35-60% down load.
I have made my own JTAG with 100ohm registers. verified three times the connections and proper wiring as per diagram.
Ant suggestions?? Please help..............
